I am seeking some advice on how to replace the fluid in the steering system. Currently the steering is very stiff when cold and fine when hot. What fluid dies it use? Boat is 1981 construction with a 15 HP outboard attached.

Don't know if it's any help but are you sure it is hydraulic. I have a 27 with a 15 hp outboard and mine works on a morse cable to steer the outboard. Behind the wheel is a pulley system which when the wheel is turned it extends or retracts a thing that looks like a 10 mm thick hydraulic ram connected to the outboard. This ram is at the end of a red cable. Mine was stiff hot and cold until I sprayed wd 40 behind the steering wheel, now ok.
