I would say 5 metres of chain at the anchor end and a total of 4-5 times the total depth expected at high water including the extra metre up to the bow roller, if theres crap on the bottom a tripping line from the tip of the anchor will help hugely if it gets snagged although some attach the chain at the tip and cable tie it to the shank so if you yank hard enough to break the tie the anchor will un-hook itself from any crap. 13mm rope should hold your norman easily, talk to barry edwards at boatropes.co.uk , he's done me some good deals before and will send you samples. Grapnels are crap for holding, plough/cqr/danforth hold well on sand/mud, a winch makes getting it back out of the mud a lot easier. If you are up to anchoring why stop at keabdy, head for trent falls an hour or so before low water and carry on to naburn on the next flood.
DF. Similar lengths you mention with a Hardy Bosun. With large ranges on tidal rivers to avoid excessive yawing that could trip an anchor I put a mud anchor underfoot that slows down the rate of yawing about. ( works on 350K dwt oil tankers with the 2nd anchor walked out, only thing here is to heave it clear when you swing to the tide!) Cheers.
