Try this, suprised any dealer that services outboards don't know what it is. If you look at the link under BASICS it is another name for a throttle valve.
sorry about the misinformation' but as I should have said it was a Yamaha out'board engine and my budding mechanic is trying to sort out a problem of a revving engine it just does'nt drop back to the idling part and as I do'nt know a thing about engine's I now have what I believe is the problem as some one answered my first request. 'the butterfly valve' I hope.
lets hope the problem is not the idle/slow running jet then, as you might end up bolting a ex navy harrier jet on the back end! Now there is an idea. lol. hope your problems solved.
