There are many, but none will be effective if just smeared on from the outside. To get any marine window to seal successfully it must be removed , sealant applied and then refitted.
If going to that trouble with rubber fitted windows, you may as well replace the rubber too unless it is in very good condition.
Do not use silicone. EVER.
Abormast BR is a great none setting butyl sealant. The best for solid frames, but a bead inside the grooves of a rubber seal will take up any 'slack' in the joint. Cleanup is easy with paper towels and white spirit.
For a small weep or drip, "Captain Tolley's Creeping Crack Cure" is popular with some folk. Diluting PVA glue with water and dribbling it repeatedly into the leak can help, but it must get dry enough to dry. Multiple applications may be needed.
