Hi, I'm looking at buying a Norman 23 but am unsure what details to ask for before purchasing, a little bit worried he may not own it.
Any tips suggestions as to what to look for etc would be gratefully received.

First of all are you dealing with the owner? Is there supporting paperwork that matches the owners name and address? Insurance documents, Boat Safety Scheeme certificate, mooring agreement, boat purchase reciept, repiar invoices. Other items to look for if at the boat, do they have keys to unlock marina gates / boat cabin or is it all unlocked prior to your arrival? If its moored up with other boaters around try and have a quiet word with the other owners "about the mooring" then find out how they get on with the current owner, if they say never seen him before in my life you've reason to suspect a con!
Others I'm sure will give you pointers regarding condition and maybe a few more ideas regarding ownership. Good Luck. |

There are unlikely to be too many documents supporting "ownership" on an old boat and with owner's personalising boats over the years, changing the name to suit themselves you are very unlikely to check ownership beyond the period of the BSS certificate.
The BSS does not carry the owners name and unless the owner still has a photo-copy as you send it off with the licence application he may not even have that to show you.
You can check on Jim Shead's site here: http://www.jim-shead.com/waterways/boatreg.php?rs=T%20&re=TB and see if it was registered and ask the registration authority to confirm the name they have, or at least the name the "owner" says is his.
Otherwise, as Ken says, if the chap has the keys, is able to show you around, tell you what he has done to the boat (most of us do SOMETHING to show off). Of course if he bought the boat off e-bay, doesn't like it and wants to sell it on, it could prove a bit difficult.
Neither of the two sitting here at my place have a paper trail, both now have different names, one you'd swear was a different boat altogether, on the other one you might as former owner be able to recognise a few things that MIGHT let you suspect it was once yours. Both have been re-worked, one back to a shell and a complete re-build, one only partial.
The whole thing can get very "wooly".
The cost of boating is insignificant compared to costs of a young wife and two teenage kids! |

If you post some details of the boat someone may know of it.
Not sure if you have any reason for doubting the ownership but if it`s moored anywhere rather than being on land people do tend not to be able to go unnoticed onto most moorings.
It`s just not the same as cars and does seem a bit vague at first but British Waterways seem to get their cut from the owner. Generally if it`s licenced no one would pay apart from the owner unless it`s changed hands then being sold on again quickly as Clive says.
