I am sure this is rare,but worth recounting.
On tickover my engine would without any input from me,speed up to a fast tickover for two or three seconds,then slow down to it's regular tickover for again a few seconds and then speed up to a fast tickover,and this kept repeating itself.After much adjusting and head scratchingit was just the same.Rather like an old bus engine that keeps revving and slowing down,but my outboard was doing it with longer periods between fast and slow.
Found the cause eventually; in the throttle linkage,there is an eliptical slot which allows you to engage gear without advancing the throttle.This had migrated out of adjustment and the throttle arm was too close to the end of the slot.
With the vibration of the slow tickover,the slot was nudging the throttle arm enough to speed up the tickover,and as the speed increased,the vibration decreased allowing the throttle arm back to it's slow tickover position,and the process would keep repeating.
Some adjustment,and then all was wel99l.
