Carefully grind out from inside and cut bolts if needed, glass up a reinforced section and redrill and use new bolts with plenty of sealant, maybe a spreader inside too.

When you chisel away the glass-fibre encapsulating the nut you might well find that all it has behind the nut is a washer and it is loose because repeated strain has caused the washer to bite into the wood block.
Solution IF you can undo it (easiest way is a ring-spanner on the nut and a bar through the eye to turn it IF there are no pins preventing turning) is to make sure the nut can run freely up the threads with a bit of grease and refit with the washer but this time get a square galvanised plate washer to really spread the load.
A dob of mastic around the back of the eye outside should seal it and glassing over inside is then your choice.
However, you said "nuts" so perhaps yours is a long-tailed U-bolt type? Same answer really, but for a U-bolt best to cut and drill a piece of 4mm plate to marry with the legs.
Finally living the dream!

Daft question but... Do you actually use the eye or is the boat kept in the water? If not how about sealing around it to keep water out and pretending it's not there. You can tell I have a huge lazy streak.... If you use it with a trailer I would want some sort of reinforcement behind it so it doesn't pull a chunk of grp out and risk anyone in the way getting squidged or twanged with a flying cable.
