If it came in a separate bag then no you can't, the mariner I had came with a pull cord but it was only for emergency use and I think you just wrapped it around the top and it pulled off when you used it other wise it would spin around with the engine, it was not a recoil type setup. If it is a recoil setup with pull cord that is outside the cowling then yes you can.
