I have had my Norman 20 for a few months and it seems very susceptible to even light winds. Moored alongside towpath today, with light wind blowing onto the towpath and had great difficulty getting away again. I was single handed. Tried pushing off and by the time I was back at the helm the boat was again against the bank.
Also, trying to get back on my marina starboard berth, the stern turned to port so I berthed on the port side and got out and pushed her over to the starboard berth. Not very pretty!
Any advice would be appreciated.

With wind blowing against the bank the best way to move away is to steer hard into the bank and give a good burst of forward throttle to kick the back out and go into reverse before the boat actually moves forward, assuming on outboard remember to steer the other way as you reverse. The other way is to leave a bow rope looped over a post and back to the boat and go forward against that to spring the stern out. I tend to reverse out of most alongside moorings rather than just trying to go forward. Ballast can also help (bags of gravel not sand as it holds too much damp)but not too much in the bow as 20's always seem to be nose down.

I'm afraid that you need to practice more than anything Bill, and I don't say that lightly as I've had 3 Norman 20's over the years, both sterndrive and outboard powered. You need to be quick and positive, pretty much what Dave just told you.
However, I wrote this for a Dawncraft owner some years back, have a read, it might help you understand how things work.
