Is it Resin B Gelcoat, or Gelcoat filler?
Gelcoat on its own does not set - it needs to be NOT exposed to air.... usually this is achieved as it is the first layer and the mould prevents exposure to air.
The normal way to achieve this outside the mould is to use some wax in styrene mixed with the gelcoat that floats to the surface and creates a film. This can be cleaned off after it has set. This is sold as Flowcoat.
