I'm 66 years old and have always wanted a cruiser. After much consideration, I've ended up going for a Norman 20 as my first boat. The boat is being refurbished by the marina where it is currently located (on the river Avon), which is too far from my home. So I've got an agreement with my local marina (on the Monmouth and Brecon canal) that they are reserving a mooring for me. The present marina will deliver the boat when it is ready. So far so good, except that flooding of the river Avon has held up the work, whilst remedial work on the Monmouth and Brecon canal means that the water level there is too low to be passable!

Now comes the crunch: the red tape... The boat won’t have a safety certificate until the work is completed, but I need one to get insurance. I need insurance to get a waterway licence and, I need that (so I understand) to put the boat in the water even just in the marina (when there is enough water to put it in)! Then there is the boat registry to update re the change of ownership (when the boat is handed over and legally mine)?

So how in practice does it work?

Craftinsure, speak to them like I did and explain. My boat BSS ran out November and boat is on hard standing, in Evesham by the Avon as it happens and they were happy to continue insuring it without a BSS as long as it had a valid test before going back on the water this Spring.
So I would say give them a ring, get it insured then sort your BSS test then licence it. If it's just putting the boat in the water at the Marina to test things don't think that would cause a problem. Assume you are moving the boat on a trailer ?
What's the boats name as my old 20 on the Avon was for sale recently ?

Craft insure has been insuring my boat for over 3 years while I am refitting it and I wont have a safety certificate until I have completed the work and tested it on my lake. They even insure my trailer at the same time.

Most marinas and licensing authorities are flexible about the exact timings of getting the paperwork in order..... It can be a wise move to let them know what you are doing ...

You will be able to get 3rd party insurance without a BSS, in fact very few insurance companies require one.... but it is usually a condition of obtaining a licence. There are some inland waterways that do not require a BSS. Lake Windermere and the Middle Levels to name two.
