Can anyone tell me what is the smallest engine I can use on a Norman 23 to propel it at 4 mph.

Hi,assuming you mean smallest power, then probably a 5hp, but it would be full out and not thank you for it!!!
Lightest, probably a Seagull 40+, but no remotes and way too much smoke!!!!
If you are looking for a sensible cruising motor for the canals then a 9.9 four-stroke is probably the best way to go.

For rivers, it depends on the flow! |

I have a 22 (which is about the same size) powered by a 15hp honda 4 stroke (1990's) we also have a log fitted so I can tell you that flat out we do 4.8 Knots which is 5.5mph. We can more comfortably cruise at 4 knots which is 4.6mph.
My present engine replaced an 8hp honda which came with the boat and was fine for canals but I wanted a little more power in hand for the river - even though the Avon is a gentle one. (I didn't have the log fitted then so I can't tell you exactly how fast we went)
So I am inclined to agree with the previous members, you need at least 8hp, but if you are planing on going onto rivers 15/20hp would keep you much safer. (and much more is needed if you go to sea)
