Hi All,
If you haven't seen it here is an introduction to the new BSS - Post 1 Apr 13. The finer detail is still not sorted but, In essence the examiner cannot give you a certificate on the day unless he has access to the internet at your boat! Until he enters the examination on line - as a pass - the examination number is your certificate number or 'token' for the next four years.
There is still work to be done before it goes live but I assure you things are a changing!!!

I understand your point Clive but the feeling is that the amount of extra work in printing/record keeping, entering data on-line and time required to do it is likely to put costs up not down. And the scheme are still charging us the same price (£34.80) for the electronic receipt/pass token - so no savings there I'm afaid. (I don't understand that either as we are now doing all the admin work previously done by the office!!!)

I would have to disagree with you Ian but I dont want this to turn into the why's and wherefores on here - From what I have seen on some boats you probably wouldn't believe! Garden hose used for fuel pipes, battery connections of twisted cable onto bare terminals held with cable ties,etc etc.

And, if I could remind you all, from an older post of mine on here, all boaters were invited to comment (for or against) the changes/scheme etc last year by the BSS Office. Only one boater in the whole of UK made comment! (We examiners/surveyors questioned almost all of the checks for more clarity and explanation and did get some of what we wanted to make your and our lives easier) Please don't shoot the messenger! I will say that when I explain risks/dangers etc properly to owners most are appreciative and understand. In my experience only the very occasional boat owner gets upset with what he either doesn't understand or won't accept and I will then spend as long as it takes trying to explain the rationale.

I think the BSS is already OTT.
The big stuff like gas is important but I've been made to change a perfectly good fuel hose just because the BS/EN number had faded and likewise a fire blanket. I've had to add a bit of lagging to an exhaust, right next to an unlagged exhaust manifold. I've had to add a spreader plate to a battery clamp.

None of these are safety related. They are just nit-picking and designed to provide boatyards with a regular income as they fix the stuff that doesn't really need fixing.

The BSS requirements could be cut to a tenth of what they are now and be just as effective in terms of safety.

We won't need a paper certificate anymore, I had the new system explained yesterday as my boat failed on a small gas leak! The bankside staff will know! Just like the policeman following your car can check your details before he stops you, and dvla knew I was mot'd and insured when I taxed my van online. Welcome to the future.

Now as a goodly chunk of that expensive BSS was reputed to be the cost to you chaps of the certificate itself no doubt we can all look forward to a hefty discount of the £30 or so?

BSS clearly used very special paper but then as a Quango no doubt they make it up as they go along anyway!

Sorry Ollie - not a personal attack on you but a whinge at anything connected to this corrupt money-grabbing government.


The cost of boating is insignificant compared to costs of a young wife and two teenage kids!
